Development around the historic municipal campus in Loveland, Colorado left it lacking visible presence or clarity in orientation. The City was looking to address current and future space needs and improve operational efficiencies as the municipal building houses multiple functions and shares a public use campus with the City library, recreation center, a senior housing complex, and a city park and amphitheater.
Stantec was engaged to provide a 10-year master plan—a key component of the planning strategy was to integrate and connect the civic campus to Loveland’s downtown. Our team’s work included analysis of site circulation, public access, parking demand, and the campus relationship to surrounding downtown areas. Following our analysis, we recommended the construction of a new building to differentiate customer-facing functions from internal support functions, relocating the council chambers, and creating a “one-stop shop” to assist customers and address current security issues caused by multiple public entrances to the municipal building.
Our final recommendations also included siting of the building and a road extension to create a stronger connection with downtown—revitalizing the historic campus and granting it more presence in Loveland’s core.
