Action plan improving safety performance and reducing accidents

When the City of Greenville wanted to develop and implement a pedestrian safety action plan—a prioritization of safety methods and an outline of proactive steps to improve pedestrian safety—they brought us in to help. Their goal? To support their Vision Zero traffic safety initiative and reduce the high number of crashes involving pedestrians on their roads.

We started by analyzing 64 high-volume traffic corridors and school zones to establish priorities. Then, utilizing key roadway characteristics such as number of lanes, pedestrian accommodations, crossing conditions, and driveway density, we further prioritized segments and intersections focusing on pedestrian safety. We also looked at land use context and vehicle traffic combined with the presence of pedestrian traffic generators or indicators such as schools, transit stops, public parks, shelters, kitchens, and bars.

Using both state and national safety guidance and best practices, our team identified high benefit countermeasures for improving safety performance on the evaluated roads, and we generated a list of high priority safety improvement projects based on benefit/cost ratios. Next steps? The City of Greenville is requesting Safe Streets and Roads for All (SS4A) program funding grants to implement these safety measures, and we’re helping them pursue eligibility criteria by providing additional engineering services.
