Successful project planning starts with a well-developed outline business case
When Stoke-on-Trent City Council (SoTCC) wanted to upgrade their Energy from Waste (EfW) facility, they needed a partner who understood the necessary planning, consenting, and approvals required. They engaged our professionals to navigate this complex process.
We began by advising SoTCC on their heat network. Next, we supported the planning considerations and the preparations for the procurement of the development of a new EfW facility. This involved delivering a number of work streams, including outline business case (OBC) development, heat network feasibility, and review of potential site options, which led to a complex planning application development workstream.
Working with SoTCC and their financial and legal advisors, we developed an OBC for their residual waste procurement project in line with the Green Book Five Case Model approach to preparing for infrastructure projects. The OBC considered how SoTCC would treat residual waste and how the existing EfW would be incorporated into the future development.
Through both the OBC development and planning work stream, our experienced EfW engineers have provided technical support and advice. This included both a technical review of potential new build options and advice regarding the technical viability of some of the refurbishment options proposed.
