Improving traffic flow while enhancing safety for a popular retail-adjacent corridor
The Trunk Highway 36 (TH36) and Norell Avenue intersection had a crash rate three times higher than the state average and a crash severity rate twice as high as the state average. A large adjacent retail area, increased traffic volume, and the proximity of 60th Street to the intersection made it necessary to improve the traffic flow and safety for the corridor.
Our solution involved removing the two existing frontage road connections at 60th Street, constructing a new local roadway—59th Street—parallel to TH36, and installing a new roundabout at Norell Avenue and 59th Street. The final design reduced conflict points and crash severity, improved sight distance, and enhanced accessibility and safety for pedestrians. It also supported local businesses by providing access and reducing stops and congestion for vehicles entering and exiting the retail area at the roundabout.
Communication and engagement with the public and collaboration with the City, Minnesota Department of Transportation, neighboring retailers, and local businesses provided valuable input for the geometric layout and was key to the project’s success and gaining widespread community support.
