Navigating complex data to find asset management solutions
Nisga’a Nation is a self-governing Indigenous government (SGIG) that encompasses four separate villages in the Nass Valley, British Columbia. As a SGIG, the onus is on the Nation to provide adequate services, such as education, healthcare, and housing, to their community through an asset management program.
We were engaged to complete condition assessments and lifecycle analyses of each of the Nation owned assets as part of the ongoing negotiations between Canada and the Nation government. The assessment included over 70 kilometres of roads, waterlines and sanitary lines, 45 fleet assets, 17 water assets, 89 buildings, and 26 marine assets. The report helped to establish annual capital replacement values for the Nation and each individual village for a 35-year timeframe.
Following the initial assessment, we completed an operations and maintenance gap analysis and asset management plan. The project provided a benchmark for small Canadian communities that can be used to compare assets and evaluate funding that an SGIG might need to match the quality of public services in Canadian non-SGIG communities.
