Accessible reports meant quicker planning decisions

When Liberty Property Trust set out to plan and implement a new greenfield community on the edge of Horsham Town, they brought us in to support their site promotion, planning application, and ongoing delivery. The challenge? The local community was reluctant to support development in this location due to flood risks, potential impacts on the adjacent primary route, and concerns relating to noise from expansion plans at Gatwick Airport.

The location had been ruled out as a preferred site, but our multidisciplinary team provided effective solutions to these challenges through a non-technical report on transport infrastructure and flood risk, backed up by robust technical evidence that stood up to close examination. Coupled with that report, we undertook effective stakeholder management and consultation.

Timely consensus and agreement across parties led to acceptance into the Local Plan. Specifically, our hydraulic modelling enabled a significant reduction in the land affected by flood zone 2 and 3, providing increased development land and opportunity and allocating leisure space in an area more accessible to the existing areas of Horsham. On the transportation side, our team created a bespoke model and strategy that held up to testing under an existing traffic model and saved substantial cost and time.

Stantec is now supporting Legal & General with the detailed design of phase 1 highway arrangements, draining design, and discharge of conditions. When complete, the scheme will include homes, a business park, food and retail, leisure and health spaces, and three schools—one secondary and two primary.
