Putting outreach and community engagement at the heart of a town centre’s revitalisation

In 2019, the Wirral Council and Muse Developments formed a joint venture with a bold ambition to transform Birkenhead for its residents. Over 15 years, the Wirral Growth Company (WGC) aims to create a sustainable residential neighbourhood with a modern commercial heart, transport and leisure enhancements, new green space and public realm, and a new home for Birkenhead Market.

This grand vision required a partner that could offer a holistic suite of services.

WGC engaged us to provide planning, community engagement, environmental assessments, and heritage and development economic advice. Leading community outreach, we orchestrated a consultation strategy that put residents at the heart of the development process—from pop-up events, presentations, and targeted sessions with local interest groups to local media engagement. The master plan was deeply rooted in the local community, building on the town’s existing strengths and maritime location, and we successfully gained planning permission for the client in April 2021.

When completed, the community will have access to up to 651 sustainable homes, a dynamic commercial center, and two Grade A energy-efficient office buildings - helping meet the requirement for high quality sustainable workspace in the town. They will also enjoy upgraded play spaces, and increased biodiversity and tree coverage.

This project was shortlisted for the Future Ambition award at the Insider Liverpool City Region Awards in 2021.
