Our detailed analysis, sensitivity, and original thinking brought the community from opposition to buy-in
The half mile back-ups on US2, the major link between I-89 and downtown Burlington with over 40,000 vehicles per day, was negatively affecting the quality of life of the community. Previous studies recommended a "simple" solution: extend a right turning lane by 500 feet to provide a third westbound lane to access an I-89 on ramp. This idea was met with strong opposition.
We were hired to develop a solution, and that’s what we did. Our initial study showed that the impacts of the “simple” solution extended beyond land taking and loss of parking for an adjacent commercial property, but also affected existing utilities, including sewer, water, and several communications lines. Through several working sessions with stakeholders, we determined that by shifting the roadway to the opposite side of the highway, we could greatly reduce impacts and costs. This creative option also avoided an expensive and protracted land acquisition process.
For this successful scoping study, we performed several analyses, and considered accommodations for pedestrians, bicyclists, and transit. We facilitated meetings to obtain buy-in from the public, resulting in a project that was widely endorsed and readily constructed.
