Deploying a data-analytics approach to completing a service line material inventory
The Environmental Protection Agency’s Lead and Copper Rule Revisions require water utilities to complete an inventory of service line materials. This is a complex task requiring a thorough review of a utility’s records and reconciling what’s currently in the ground, all while under a major regulatory deadline. Acting as an extension of JXN Water’s team, we provided an inventory of service line materials to identify possible lead in the water distribution system.
As part of the process of digitizing 20,000 historical records and building out a geographic information system (GIS) from scratch, we’re documenting service line materials as we encounter them on record drawings—for over 400 addresses and 55 public schools. We also built an interim work order system that captures data from multiple contractors performing repair and replacement work throughout the city. To assist with lead service line (LSL) inventory development, we’re working with BlueConduit to input the field data from all ongoing work in Jackson to leverage predictive modeling.
With a long-term system in place, the team can plan for and replace lead service lines as they encounter them. Ultimately, all information will be catalogued in Esri’s AcrGIS LSL Inventory solution (an online database that utilities use to identify lead in their systems) and hosted on JXN Water’s website.
