Helping a local council make the case for a shovel-ready trail project
Strathbogie Shire Council (SSC) is planning to establish a mountain bike trail (MTB) facility at Balmattum Hill near Euroa in northeastern Victoria. The MTB project is driven by a community looking to expand recreational opportunities, increase visitor numbers, and drive investment in the region. SSC engaged us to create the business case for the trail to obtain funding from the state under a program for shovel-ready projects.
After consultations with SSC and the local Registered Aboriginal Party and conducting a community survey, we created fully costed concept designs for the trails and infrastructure needed to support the facility including traffic access plans, signage, and car parking. This business case also addresses regulatory questions, technical and geotechnical investigation into the site, environmental impact studies, and a study of cultural heritage considerations.
Additionally, our economic team created an economic impact assessment and cost-benefit analysis of the project, which we included on the community survey. We determined that the trail would result in positive social welfare outcomes for the community, workers, local businesses, and the Council.
