A vibrant master plan to transform a complex downtown core
Located in Miami-Dade County, Opa-locka is a city hindered by decades of disinvestment. Aging stand-alone and strip centers, low-quality multi-family housing, and deteriorating single family homes are in sore need of renewal. The Opa-locka Community Redevelopment Agency (CRA) knew they needed a vibrant and transformative plan—anchored by community support.
Working with the CRA, City staff, key stakeholders, and community members, we developed a comprehensive framework for housing and business development, project financing, public-space improvements, mobility and parking advancements, and the addition of downtown gateways. The 10-year revitalization plan outlines Downtown Opa-locka in three distinct districts—the Downtown Core, Downtown West, and Downtown East. Each district serves as an anchor for historic preservation, diverse housing, infill development, green space, and connectivity. Funding mechanisms and partnerships to support the significant public and private investment needed to bring this plan to life are also included.
With a master plan in place, Opa-locka is ready to harness new opportunities, now and into the future.
