Charlotte Hall House
Like most housing authorities in the United States, the Charlotte Housing Authority (CHA) has relied on state and federal resources for a significant portion of its funds. But that income is declining, even as the need for operational and capital funding is increasing. To address this problem, we assisted CHA in redeveloping one of its valuable assets, the two-and-a-half-acre Hall House site. The goal? Generate a sustained flow of income.
Our proposed plan maximizes the commercial attractiveness of the site, currently consisting of a vacant but historic hotel once used as transitional senior affordable housing. The existing building was returned to operation as a 135-room boutique hotel. On top of that, 320 new residential units were added, with 20 percent of those remaining permanently affordable. We also introduced office space and ground-floor retail space.
The total plan creates a marquee development with more than 700,000 square feet of housing, hotel space, stores, and offices. Income from the complex will support affordable housing, and Charlotte Hall House will be one of the first new developments in the increasingly vibrant Uptown Neighborhood to provide lower income residents the opportunity to live within walkable distance to jobs and urban amenities.
