Consultancy services to help develop public sector ESCO market and energy efficiency
The aim of this project by the World Bank is to support energy efficiency financing and the development of an energy service companies (ESCO) market for the Turkish public sector in Türkiye. Our team, in close coordination with the Republic of Türkiye Ministry of Energy and Natural Resources, set out to develop guidelines for ESCO measurement and verification (M&V) as well as dispute resolution procedures. We also developed guidelines and templates for ESCO contracts.
This project includes the development of appropriate financing agreements, such as energy service agreements, consistent with Turkish law for use with central and municipal public buildings. We’re also assessing public procurement rules related to energy efficient equipment and services and developing appropriate procurement guidelines and templates for tender documents.
We are preparing a national program plan for energy efficiency in public buildings by considering best practices in the EU, North America, and Asia as well as a market assessment report for energy efficiency in municipalities. In the report, the total energy saving potential of the municipalities and the total amount of investment required to realize the energy saving potential will be evaluated.
After extensive market assessment, we’ll put together a project pipeline for energy efficiency projects at the municipal level including municipal buildings and facilities, park lighting, transportation, and water treatment, relying on sustainable financing mechanisms to serve the broader public sector.
These protocols, guidelines, and templates will advance the adoption of public sector energy efficiency solutions, nationally.
