Design review, institutional strengthening, and construction monitoring to support Lesotho’s water sector
After completing a due diligence feasibility study in Lesotho, our team won a Millennium Challenge Corporation (MCC) contract to complete independent engineering (IE), environmental oversight, and implementation support for the Metolong Dam, the urban and peri-urban water network, and the rural water supply and sanitation activity. The goal? Improving water quality and service to the people and communities of Lesotho.
Our teams reviewed and proposed recommendations that would improve preliminary, interim, and final designs prepared by Millennium Challenge Account contractors. The design review also included cost estimates, work plans, procurement plans, and other related implementation documents. Our aim was to ensure that they reflected all required environmental and social mitigation measures.
After the design review, our teams completed quarterly audits at project locations in Lesotho. We assessed construction performance, reviewing the work for adherence to plans, specifications, and good-engineering practices.
Besides strengthening Lesotho’s urban and rural water supply and sanitation infrastructure, this project helped the MCC and the Government of Lesotho establish a project management unit and provided instructional workshops for constructors. With these additional steps, the local implementing entities were better prepared to build and maintain their new infrastructure.
