Used for local showcases and events, the Royal Melbourne Showgrounds (RMS) consists of both relatively new and 100-year-old heritage listed buildings. Under the terms of a public private partnership to upgrade buildings, the RMS concessionaire is required to maintain the assets at an agreed standard over a 25-year contract and hand the assets back at the end of the contract period in good condition.
Stantec was engaged to undertake an asset review of the building services to confirm that the concessionaire was holding up their end of the contract to maintain assets. Covering each main building and site infrastructure element, we reviewed condition, maintenance agreement requirements, and compliance or otherwise with the requirements. We provided brief high-level descriptions of the building services and civil services structure for each building along with a condition assessment of the key components of each building and surrounding areas.
Ultimately, our review determined that the concessionaire was maintaining the assets in good condition so they could continue to be enjoyed into the future. We did recommend some changes for some of the older heritage buildings but otherwise confirmed that upkeep was being completed.
