Hybrid planning application for the first phase of the Halsnead Garden Village
Halsnead is the largest combined housing and employment site in the Liverpool City Region. It encompasses approximately 80 landowners, and we were brought in to complete a hybrid planning application for the first phase of the Halsnead Garden Village as well as advise on equalisation of land value uplift, phasing, and funding mechanisms. We’ve also submitted a Reserved Matters application to approve the detailed design for the second phase, comprising 208 homes.
We were involved before the site was removed from the green belt, and we participated in a series of stakeholder meetings which informed a supplementary planning document (SPD) to guide development within the garden village. That involvement was instrumental in shaping the SPD and the type of development envisaged at the garden village.
Our work also included complex environmental impact assessment services across the various phases, resolving issues regarding a “roof tax” and its relationship with public funding for off-site strategic highway works, and coordinating the means of delivering high-quality design, landscape, and public realm solutions across the various parts of the garden village.
The design and planning were appropriate to the localised context and will ensure a consistent ethos across the garden village as opposed to a more ad hoc approach.
