Improving airport to city connectivity
The Glasgow Airport Access Project (GAAP) is a Glasgow City Region City Deal project being delivered jointly by Renfrewshire Council and Glasgow City Council. The project aims to provide a fixed public transport link between Glasgow Airport and Glasgow Central Station (via Paisley Gilmour Street), which will improve connectivity and encourage modal shift for airport employees and passengers and improve traffic conditions on the strategic and local road network adjacent to the airport
Together with other projects that are part of the Glasgow City Region City Deal infrastructure investment programme, GAAP will enhance the economic growth potential of Renfrewshire and help to create a corridor of growth west from Glasgow City Centre to Glasgow Airport. We were appointed to provide transport modelling and appraisal services for the outline business case including the analysis and reporting of all key performance indicators. This included two separate model applications where the demand forecasting required the consideration of airport and non-airport users separately, with the application of bespoke airport models and a multi-modal model respectively. Transport economic appraisal was then undertaken with blending of economics for these user groups.
We led the preparation of the updated Outline Business Case (OBC) following Green Book guidance, which included changes to the preferred option and re-drafting of all five Cases. The final deliverable was a complete OBC ready for submission to the City Deal.
