Determining safety risks at Wellington Metro’s level crossings
The Wellington Metro Upgrade Programme supports the Greater Wellington Council’s goals for the future of rail. As part of the programme, KiwiRail set out to upgrade the Wairarapa Line. They reached out to our team to conduct level crossing safety impact assessments (LCSIAs) at the more than 40 public road and pedestrian level crossings along the expanded Metro route.
Through the LCSIAs, we determined the existing safety risk of the level crossings and quantified the future safety risk due to faster trains and increased passenger services for the Wairarapa Line. Our team provided appropriate recommendations to help mitigate the risk, which included concept drawings of the safety improvements at each location. This generated the need for significant upgrades to many of the crossings at a network level including recommendations for multiple closures. This programme helped position KiwiRail to have upfront discussions about these upgrades with affected townships and councils in the region.
Once the Wairarapa Line upgrade is complete, locals will benefit from improved safety, resilience, reliability, efficiency, and the ability to move freight.
