North Dakota State Capitol Complex Master Plan

With more than 20 years since the previous master plan was completed for the North Dakota Capitol grounds, significant changes in technology, agency needs, and workforce trends have impacted how the campus is used. Additionally, 20 years of growth in the capital city of Bismarck have impacted development patterns, transportation needs, and the workforce.

The State engaged Stantec to provide comprehensive master planning services to address updates to the 2000 master plan. We reevaluated current needs to consider spatial requirements, aesthetics, amenities, and history—the space needs of almost fifty state agencies were included. A primary differentiator between the update and prior plans is the absence of new construction. Based on employment trends and operational needs of State agencies, analysis determined the existing facilities on campus can accommodate space needs for the next 20 years, eliminating the costly new construction of parking structures and conditioned buildings.

Altogether, the update will guide future decisions for growth while honoring the rich legacy of North Dakota’s past. John Boyle, the facilities management director, stated his recommendation for our efforts in achieving the most efficient use of tax dollars while designing the new workplace and creating a citizen-focused environment.
