Keeping New York moving with a LEED silver certified asphalt plant

Harper Street Asphalt Plant is an integral component in the New York City Department of Transportation’s (NYCDOT) ability to maintain its paved streets. Although the current plant is functioning, the buildings and plant equipment are in sub-par condition, are susceptible to future flood events, and require urgent upgrades to meet the needs of the city. In partnership with the NYC Department of Design and Construction, we were commissioned to conduct a comprehensive site assessment and provide a full range of design and upgrade services.

The reconstruction of the existing asphalt plant site included the installation of new asphalt plant equipment, the construction of multiple support buildings, and all associated work for a fully operational plant. The improved yard will accommodate the circulation of plant vehicles and incorporate a maintenance area.

The improved asphalt plant will be visible from the adjacent administration building, helping staff stay connected to plant operations. We also proposed a drainage plan for the site, a regrading solution that will enhance positive drainage and support a new storm system in accordance with the New York City’s Department of Environmental Protection’s Unified Stormwater Rule.

When the Harper Street Asphalt Plant upgrades are complete, the facility will greatly improve the city’s ability to provide asphalt to city roads.
