In December 2008, a large ash spill occurred at the Kingston Fossil Plant, a Tennessee Valley Authority (TVA) power generation station, making international news. A wet ash dredge cell failed, releasing 1.1 billion gallons of coal ash sludge into the neighboring rivers and streams, covering 300 acres.
Stantec was engaged within hours of the spill and has provided a variety of engineering and environment services to TVA. Ultimately, more than 400 staff members have been involved. During the initial days of the response, TVA retained Stantec to review conditions of wet coal combustion residual disposal operations at all 11 of its fossil plants, report findings, and recommend next steps. Stantec immediately mobilized teams and completed the initial reconnaissance of over 60 impoundments within two weeks. Our recommendations included a phased approach to fully characterizing conditions, assessing structural stability, implementing risk reduction measures, and implementing program management improvements.
Stantec implemented all phases simultaneously and achieved the program goal of getting all active impounds to meet structural integrity metrics by the third quarter of 2011.
