Strengthening health systems in Lesotho through an MCC health infrastructure project to improve overall health access
As an investment into the vitality of its country, the Government of Lesotho and the Millennium Challenge Corporation (MCC) contracted Stantec to be the independent engineer advisor on its $100 million health improvement project, the scope of which included the rehabilitation and construction of a national bloodbank, 17 hospitals, and 138 rural health clinics across the country.
In our supportive role, we helped to enhance the capacity of the local Millennium Challenge Account (MCA) team and the Lesothan government, so that they could improve the quality and performance of the rehabilitated health clinics, and be equipped with the know-how to manage similar projects in the future; thereby improving overall health care opportunities for the people of Lesotho for many years to come. To do so, we provided training and capacity building to mentor the local MCA organization, including training for local personnel on project tools for risk management and bid process best practices. We also completed advisory services for infrastructure and the integration of health care objectives (infection control, tuberculosis and HIV/AIDS treatment) into the health care facilities. This included design and specification input for modification of existing Outpatient Departments and health clinics.
To secure the success of this project, we not only worked closely alongside the MCC, but we also collaborated with the Ministry of Health and the World Health Organization so that the best results could be achieved. In the end, our efforts resulted in a highly successful program that improved the quality and performance of the rehabilitated clinics, and strengthened healthcare systems and public health outcomes for Lesotho.
