David is a Chartered Transport Planning Professional with 25 years of experience in transport planning and infrastructure. He has developed transport strategies for large projects such as the Northern Line Extension, an extension of the Bakerloo Line, and bus rapid transit schemes in Nigeria.
With considerable experience assessing transport proposals, David works with clients and stakeholders to understand and reduce impacts. His expertise means that he has provided expert witness advice on behalf of Transport for London (TfL) and developers at public inquiries for major infrastructure projects. In recent years, David has been heavily involved in reviewing business cases submitted to the Housing Infrastructure Fund, managing the delivery of business cases for an extension of Crossrail, and preparing the business case for a new rail station associated with a new housing development.
During his career, David has worked around the world and spent extended periods developing transport schemes in Hong Kong, Puerto Rico, Jamaica, Jordan, Kazakhstan, and Chile.
