Completing a bond feasibility study to develop a multi-year financial forecasting model
We took on a bond feasibility study (BFS) for the Town of Cary, North Carolina that included the development of a multi-year financial forecasting model. To start the study, we evaluated Cary’s existing financial modeling tools to determine if using our modeling system would be advantageous to the Cary community. They decided to transition to our modeling system, so we developed and populated a multi-year forecasting model for the community’s water and sewer system and used it to prepare the projections of the required bond feasibility report.
Using FAMS, our financial modeling and planning system, we were able to determine and evaluate the level of annual revenue required to satisfy each system while maintaining adequate reserves. From there, we developed a capital financing plan that included alternative options for capital projects in order to minimize the rate impacts on existing customers.
Following the development of a financial forecast, we worked closely with Town staff to prepare a bond feasibility report consistent with prior studies, including the development of historical schedules. We also offered several notable changes to improve the content, format, and organization of the report.
