Providing financial consulting and outreach support for the City of Tempe
In the desert, sustainable growth and development means conservation. So, the City of Tempe, Arizona adopted per capita water conservation and solid waste diversion goals. We determined a rate study was needed, and to work, it had to be evidence-based, defensible, and clearly-explained to stakeholders. But, before they could charge ahead, the City needed the community to understand how we would achieve these goals and build consensus around the approach.
With guidance from our team, the City looked at Geographic Information Systems (GIS) and evapotranspiration data to calculate water use for lots and allocated system costs to each customer group. The team modeled various solid waste, water, and sewer rate structures to meet City objectives. And with the City, we figured out a viable solution.
We used visual aids to clearly depict the technical framework—as well as the results of the rate study analysis—to make the concepts accessible during public meetings. Looking at what the combined water, sewer, and solid waste bill would be, ratepayers could see how goals could be achieved with minimal financial impact on households. By the end of the study, the City had built the necessary consensus with an informed community.
