Producing solid waste rates to reflect service type and user class
Home to over 5,000 people, the City of Wauchula, Florida found itself needing to re-evaluate its utilities system to satisfy financial requirements. Part of this involved the Solid Waste Rate Study (SWRS), a project that would include a multi-year, revenue sufficiency analysis and a five-year plan of rate structure adjustments necessary to support the Wauchula community.
Located in Hardee County, a core element of our mission was maintaining adequate levels of operational reserves. This meant our team had to perform a cost allocation so we could understand the financial flow between collection and disposal services. We also had to further allocate the cost of service for each class of user. Ultimately, the SWRS established rates specific for each service—and each user class—that reflected a fair and equitable distribution structure.
Using rate surveys, we compared Wauchula’s monthly solid waste charges for single-family customers to those in neighboring communities. The result? The SWRS resulted in substantial changes in rates. And we helped by facilitating public education and outreach activities to improve stakeholder understanding and acceptance.
