Supporting expeditious removal of lead service line water pipes in Washington DC
Among the issues affecting public safety, infrastructure can represent a serious concern, such as in lead levels in drinking water due to the presence of lead service lines.
As a subconsultant, we provided Washington D.C. with strategic advisory services related to DC Water’s Lead Free DC (LFDC) Program, to DC Water’s Program Management Office (PMO), and to the Executive Steering Committee. Our team supported the development of program goals, organizational structure, governance, key performance indicators, a program management plan, Power BI dashboards, and a risk register. We facilitated regular meetings with the key stakeholders and contributed to a gap analysis with a comprehensive review of existing data, reports, and standard operative procedures related to the LFDC Program.
We recommended enhancements to the current program aimed at increasing the rate of lead service line replacement to meet DC Water’s goals of full replacement by 2030. Our team also completed a survey of 12 utilities with lead replacement programs and produced a memorandum summarizing the industry best practices in funding sources, program management structure, SOPs, metrics, reporting, technology, tools, and community engagement initiatives. Finally, we produced a memorandum documenting federal, regional, as well as public and private lead replacement program funding options for the LFDC program.
