Guiding our client in community relationship management and risk control
As part of the Lingang water supply system layout and in preparation for an expected water demand shortfall in 2023, Shanghai Chengtou Environmental Financial Services Co., Ltd. (Shanghai FSC) set out to build a new water plant as well as clean water outflow pipes. The new plant would have a design capacity of 200,000 tons/day and serve residential as well as industrial customers—including the Lingang Tesla Gigafactory. However, the project involved permanent land requisition, which affected five villager groups in Pengmiao Village, Nicheng Town.
The Lingang Water Plant needed 120.36 mu (19.8 acres) of rural collective land, and the pipe construction required a temporary land area of about 58 mu (9.6 acres). As Shanghai FSC is funded by the World Bank and KfW, there are strict standards regarding resettlement responsibilities. We were brought in to conduct semi-annual resettlement monitoring and evaluation from 2020 to 2025. Additionally, we’ve provided ongoing training to the project owner and construction contractors on community relationship maintenance, workforce health and safety management, and more.
With this new water plant, the Lingang area water supply capacity will be significantly improved, providing more flexibility and backups in the local area to guarantee residential use and the success of local industries. Thanks to our resettlement services, Shanghai FSC and their project partners are better able to blend in and achieve harmony with the community.
