Building a new BMS for Quebec en français
Stantec developed Canada’s first bridge management system (BMS) with modern analysis capabilities in 2001. So, when the Quebec Ministry of Transportation asked us to develop specifications and then develop a new BMS for them, we could build on our earlier experience. However, there were some curve balls. Quebec had three times the number of bridges and support structures—9,000 in total—which meant triple the volume of data. And, the operating language is French.
Other distinctions: a decentralized system for sharing data across the Ministry’s 14 regional offices, and the need for more complex analysis: Network-level budgeting and performance. Priority programming. Automated program scoping and treatment selection. A digital dashboard for interactive design. Deterioration modeling.
The project made many firsts of its own: first in French, first with dashboard, first in Canada to use Bayesian updating on deterioration models, and first to include functional improvements, e.g. strengthening, widening, in the analysis. We have since designed more bridge systems and now have a new technologically advanced prototype to customize to each client’s unique needs.
