Bill’s job is to engage with complex economic, business-process, and financial-planning projects throughout the world. “Our team’s consistent success reflects not only our knowledge, but our broad-based project management practices,” says Bill.
He’s conducted utility financial and pricing studies in high profile and contested environments, conducted system consolidation studies, helped negotiate inter-utility service agreements, conducted management audits, provided expert witness testimony, and assisted with the development of operating and capital planning budgets.
In the professional community, Bill is a past chair of the American Water Works Association’s (AWWA) Rates and Charges committee, a past president of the Georgia Association of Water Professionals, and a contributing author to the recently released seventh edition of AWWA’s Principles of Water Rates, Fees, and Charges.
