With over 34 years of experience, Bill has served as leader or senior advisor for multiple large capital infrastructure programs and megaprojects across North America. These include the Willamette Water Supply Program (US$1.6 billion) in Oregon, Colorado Springs Utilities' Southern Delivery System (SDS) Program (US$1 billion), Metro Vancouver’s Iona Island Wastewater Treatment Plant (WWTP) Projects (C$9.9 billion), the Pure Water San Diego Program (US$1.6 billion), and the Grand Prairie Alternative Water Source Program (US$1.4 billion) in Illinois.
Bill is passionate about helping clients define programmatic delivery needs, risks, and opportunities. He helps them devise strategic and tactical responses and implement best practices. He’s actively developing new practices and connecting programs with innovative ideas and approaches to enhance client service and program performance.
In addition to working on transformative infrastructure projects, Bill enjoys traveling and sometimes he likes to get around on foot—he completed a 600-mile (966-kilometre) walk across northern Spain in 2023!
