Yung-Hsin is a principal engineer and vice president specializing in water resources planning and management for large-scale, interdisciplinary projects. He applies his specialties in flood management, water supply, and ecosystem restoration in the United States and abroad.
In California, Yung-Hsin has worked closely with federal, state, and local agencies to advance integrated planning and promote the holistic and responsible use of water resources. His background includes work on statewide and regional planning as well as facility-specific projects for water resilience, climate vulnerability, and adaptation. His expertise includes water rights and the development and operation of California water including the Federal Central Valley Project, California’s State Water Project, and the Sacramento-San Joaquin Flood Control System.
Yung-Hsin also contributes to many state policy plans including California’s Water Plan and the Central Valley Flood Protection Plan and serves on the Board of Directors of the Water Education Foundation.
