Paul leads the Transport Planning and Transport Economics teams in Scotland. He has a wide range of experience and knowledge in economic appraisal of transport schemes, business case development, option appraisal, monitoring and evaluation, cost benefit analysis, demand forecasting, and economic impact assessments. He’s also an accredited Better Business Cases practitioner.
With over 25 years of experience working as a professional economist, Paul has worked in both the public and private sectors. He previously worked for the Scottish Government, where he was responsible for providing economic advice on the development of transport policy, particularly the economic viability and value for money of major transport projects, policies, and programmes.
Since moving to the private sector, Paul has directed or managed many projects for key clients, including the World Bank, UK Department for Transport, Scottish Government, Transport Scotland, and Transport for London.
When not at work, Paul spends a lot of time on the golf course trying hard, usually unsuccessfully, to keep his handicap down.
