Throughout his career, Tom has been engaged in implementation-oriented planning and community development. For 15 years, he served as the City of Minneapolis’ lead for planning and community development in North Minneapolis. He was the project manager for a half dozen planning efforts that have led to transformative changes—including along West Broadway and the Mississippi riverfront. In recent years, Tom has offered consulting services related to development planning, economic development, market research, and real estate development.
A senior urban planner and specialist in economic development, Tom is known for his innovation in development planning, market analysis, and implementation strategies. He has created award-winning, interactive approaches to community engagement, and developed innovative implementation and public finance approaches to advance important community development goals. Tom holds master’s degrees in public affairs and in real estate (from the University of Minnesota and Harvard University respectively). He’s certified in urban planning and economic development finance through the American Institute of Certified Planners and the National Development Council, and is a member of the American Planning Association.
Tom enjoys playing ultimate frisbee and is a year-round bike commuter.
