Based in New York, Deborah is a manager with our financial services team. There, she manages utility rate studies with a focus on water and sewer revenue sufficiency analysis, cost of service, and rate design for large and small utilities throughout the United States. Some of her clients include New York City and the City of Detroit.
Deborah is passionate about helping utilities fund critical water operations and infrastructure, while minimizing the burden on customers’ water, sewer, and stormwater bills. She’s committed to promoting equity and affordability of utility service, especially for customers in low-income areas. Deborah develops sustainable utility rates that are defensible and support utilities’ long-term needs, enabling her clients to best serve their residents and businesses for years to come.
Deborah studied Economics at the University of Colorado. She is a Colorado native and enjoys hiking, skiing, and spending time with her family.
