A land use and environmental planner, Jeffrey has a deep understanding of California’s Central Valley. He’s successfully managed over 250 urban and rural development projects in the region, spanning residential, commercial, industrial, agricultural, and infrastructure sectors. His expertise includes policy development, California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) assessment, permitting, and construction compliance.
Contracted with the California High-Speed Rail (CAHSR) Authority for the $1.9 billion design-build construction package 2–3, Jeffrey began as the deputy environmental oversight manager and rose to the role of environmental oversight manager. His responsibilities included managing 60 miles (97 kilometres) of mainline track embankment, 48 structures road reconstruction, utility relocations, and the highest capacity precast girder facility in California.
Jeffrey is currently serving as the permitting manager for the CAHSR Merced to Madera Project. He’s responsible for managing 34 miles (55 kilometres) of design review, CEQA/NEPA review, permitting, and design phase field activities compliance.
