For more than a decade, Simon has been working in economic development and helped shape an array of policy, market failure insight, and targeted public intervention. He has expertise in quantitative and qualitative research methods, evaluation, quasi-experimental design, HMT Green Book appraisal, business case development, and socio-economic impact assessments.
Over his career, Simon has led major studies throughout the United Kingdom and across Europe, as well as in sub-Saharan Africa and the Middle East. He’s developed a particular focus in transit-orientated development, examining the interaction between major infrastructure, land-use and productivity, inclusive growth, and poverty amelioration.
Simon led the development of our in-house Place-Led Assessment Calculator for Economic Development (PLACED). This model helps our clients quantify and understand how varied types of infrastructure investment can create, disperse, and embed economic value within local communities that need it most.
