Brooke is a recognized environmental expert with more than 25 years of experience in the regulatory and permitting field. In a number of leadership positions, he has helped build a vibrant Maine Department of Environmental Protection; train future public leaders at the Maine Management Institute; and serve as counsel to the Office of Governor Angus King. With pragmatism and careful strategic analysis, he most recently led the environmental and regulatory reviews for the development of six new wind projects in Maine, which offer more than 370 MW of clean renewable energy for New England.
With his background in sociology and law, Brooke has a unique perspective when it comes to navigating the various phases of development projects, from navigating the public process, to negotiating with state and federal agencies, to serving as or preparing expert witnesses for testimony. Understanding the role of the law and regulatory agencies and the role of the public is his imperative.
